An inter-ministerial sub-group is monitoring coal supplies to power producers regularly, Minister of State for Coal Pratik PrakashBapu Patil informed the Lok Sabha.
The sub-group, comprising representatives of Ministry of Power, Ministry of Coal and Ministry of Railways, takes various operational decisions for smooth coal supplies to power utilities and for meeting any contingent situations relating to power sector including critical coal stock position, he said.
It may be noted that the sub-group was formed by the Infrastructure Review Committee of Cabinet Secretariat.
Patil said that the Fuel Supply Agreement (FSA) assures supply of pre-determined quantity of coal of stipulated quality to all the thermal power stations.
The FSA provides for payment of penalty by the supplying coal company in the event of shortfall in supply. This is intended to ensure supply of committed quantity of coal by Coal India (CIL).
Payment of coal bills raised by CIL and its subsidiary coal companies are made by the power stations on the basis of the assessed quality of coal by performing joint sampling at the loading end in the presence of representatives of power producer and CIL, he added.
Kahalgaon thermal power station has been carrying coal stock of three to four days' consumption in the recent past, Patil said referring to the data of the Central Electricity Authority (CEA).
The available coal stock at this plant has been 152 thousand tonne as on April 28, 2012 and this is capable of running the plant for four days.
