The Independent Power Producers Association of India (IPPAI) in association with Ministry of Power & Ministry of New & Renewable Energy held a conference 'The 14th Regulators & Policymakers Retreat 2013'at Goa.
The four-day residential retreat had received participation from over 35 states and central regulators and policymakers from across India, inlcuding Ministry of Power, Ministry of New & Renewable Energy, Energy Secretaries, Central Electricity Authority, PSUs, utilities, transcos, discoms, IPPs, CPPs, industry stakeholders, investors, consumers and experts. The event also saw international participation from the governments of Pakistan, Bangladesh, the United Kingdom and the United States.
The conference provided platform for the delegates to discuss on various issues pertaining to power sector under the theme'Development versus Democracy. They spoke on various subjects including: Why will the Electricity Act 2003 continue to fail to deliver?; fuel supply issues; regulatory uncertainty; issues in hydro; geopolitics of energy and security of critical infrastructure; failure of competitive bidding; lack of sanctity of contract; issues in distribution and open access; issues in transmission; opportunities in energy efficiency ' white certificates and waste heat to power; smart grid vision and roadmap for India; transnational trade of electricity; water-power nexus; issues in renewable energy. Power players and government authority representatives talked about persisting problems and probable solutions that can help the industry to excel growth. The speakers included Harry Dhaul, Director General, IPPAI; Devendra Chaudhry, Additional Secretary, Ministry of Power, Government of India; Dinesh Trivedi, MP, Lok Sabha; Ajoy Mehta (IAS), MD, MSEDCL; Sunil Wadhwa, CEO, IL&FS; PR Ray, Chairman, West Bengal State Regulatory Commission; PC Pankaj, CMD, NEEPCO; Jayant Kawale, MD, Hydro & Renewable, Jindal Power; Raghvendra Mehta, President, Reliance Infrastructure Ltd; and Pavan K Varma, Author, Fmr. Ambassador of India to Bhutan.
The highlights of the retreat included the IPPAI Power Awards 2013 with Deloitte & Crisil as its knowledge partner were presented by Devendra Chaudhry, Additional Secretary, Ministry of Power, Government of India, at a glittering ceremony to award winners across 16 categories. The Lifetime Achievement Award and the 21st Century Power Visionary Award were given to former chairpersons of the Central Electricity Regulatory Commission. Prof SL Rao and Dr Pramod Deo were respectively for their distinguished services to the Indian power sector.
