The announcement in the Budget to exempt Liquefied Natural Gas (LNG) from value added tax (VAT) for a year will provide the much required relief to a fledgling industry based on natural gas. The issue had cropped up at meetings between the government and stakeholders on promotion of LNG several times in the past.
The LNG terminal at Kochi, established two years ago, is far from reaching its goals in terms of utilization of its capacity.
The 5 mmtpa (million metric tonnes per annum) terminal has successfully supplied gas to bulk consumers such as FACT and BPCL Kochi, but the capacity utilization is less than 10 per cent. The City Gas project, envisaged to supply piped natural gas (PNG) to domestic sector, is in the initial stages of execution. The Petroleum and Natural Gas Regulatory Board (PNGRB), the entity that authorises companies to lay pipelines for supply of natural gas, has given the nod for City Gas project in Ernakulam.
