For overdrawal of power from the Northern Grid, the Central Electricity Regulatory Commission (CERC) had issued show cause notices to the State transmission utilities (STUs) and the State load despatch centers (SLDCs) in Uttar Pradesh, Uttarakhand, Rajasthan, Haryana, Punjab and Jammu & Kashmir.
The notices were issued after Northern Regional Load Despatch Centre (NRLDC) brought the matter of overdrawal from the grid and non-compliance of its directions by the constituents of Northern Region to the notice of the Central Electricity Regulatory Commission (CERC). The show cause notices have been issued for the period from January 1st, 2012 to July 16, 2012.
The Enquiry Committee set up after the major grid disturbance of July 30th and 31st 2012, recommended for Third Party Protection Audit (TPA) in all substations.
Accordingly, TPA was taken up by CEA through the respective Regional Power Committees (RPCs) with the stakeholders across the country. All States in each region have completed the third party protection audit and further rectification activity, based on the observation of the TPA, has also been initiated by all states.
CERC has already made provisions in the Indian Electricity Grid Code (IEGC) to discourage grid indiscipline. Non-compliance of grid discipline by the stakeholders is closely monitored by the RLDCs and also in the respective Regional Power Committees (RPCs), said Minister of State for Power Jyotiraditya M Scindia in the Lok Sabha recently.
